This is the way of Joomla language Installation, if you are still newbie or don't know the way how to install Joomla language. Below the Step you must doing :
1. Login Admin
2. Highlight TAB Installers - select languages
3. Browse your joomla language - Open
4. Upload File & install
Now you can use your language by Highlight Tab Site - Language Manager - Site Languages.
then choose your language and click publish. then preview to see what do you have done
